The Sunset Arms Boarding House is located at 4040 Vine Street in "The Big City" (although in "Snow" it's 4040 Vineland, which was the address of the old Nickelodeon animation studio).  No kids are allowed (except for the owners' grandson, Arnold, whose room is the attic - and Rhonda and Gerald have been allowed for short periods), but pets are OK.
The Sunset Arms is not a place where people who make a lot of money stay. Well, would you want to stay somewhere where you have to share a bathroom with about ten other people every morning if you could afford to live somewhere else?


Ernie Potts

Season 1

 
Ernie runs a wrecking crane for a demolition company. He's knocked down about 500 buildings, and keeps a piece of each one in his room. He has a metal plate in his head (I wouldn't want to be behind him at an airport security checkpoint).  You can see Ernie playing some miniature sort of Sousaphone (either that, or a very oddly-shaped tuba) in a flashback in "The Journal", and he plays an accordion (at Blockapalooza) in the movie.

Mr. Hyunh

Season 1

 
Mr. Hyunh came to this city from Vietnam to look for his daughter, whom he sent here at the end of the Vietnam War over 20 years ago; it took him 20 years after he sent his daughter here before he could come here himself.  (In "Arnold's Christmas", he finds her, although she hasn't appeared on the show since then.)   Mr. Hyunh works at the "El Patio" restaurant.  He had a shot at stardom as a country singer (he sounds a bit like Randy Travis, if you ask me), but he just didn't want to commit to the responsibilities that go with fame.  Mr. Hyunh, like just about everybody else at the Sunset Arms, is musically inclined; he plays the cello in "Arnold as Cupid", thetrombone (in a flashback) in "The Journal", and the guitar (both acoustic and electric).

Lana Vail

Season 1
Who does your hair?

 
Lana can be seen in a few episodes (mainly in the first season, although she does appear in later episodes such as "Dinner for Four" (she's startled by one of the cockroaches) and "Dino Checks Out" (she's at DinoMania), as well as in the opening credits, but she only speaks once, and based on her accent, she appears to be from Southeastern Europe.
Although she appears in later episodes, she apparently moved out of the boarding house sometime in season one - in "Arnold's Christmas", when Grandpa says that "everyone is here", Lana isn't there.

Oskar Kokoshka

Season 1

 
Oskar looks out for one thing - himself - and leaves his wife and friends in the race for second place, to which Oskar replies, "What's wrong with second place? That's pretty good!" ("Arnold As Cupid") Oskar's only job appears to be spending Suzie's money - as he and Suzie put it, "You know I'm looking for work!" "You won't find it at the racetrack!" "I know that now!" - although he did get a job delivering papers in "Oskar Gets A Job".  One reason Oskar has trouble getting a job: he doesn't know how to read very well.  Another: although he owns a saxophone, owning one and knowing how to play it very well are two different things.  (He also plays the trumpet in a flashback in "The Journal".)

Suzie is Oskar's wife, and (something usually more important to Oskar) the source of his money (she works (...and works...and works) at a department store), at least as long as he keeps ducking when she throws everything not nailed down in their room at him ("Gerald Comes Over").

Nancy is Suzie's cousin, and mother of baby Oskar, whom she named "before we knew your Oskar".

The only time Mr. Purdy was mentioned was when Arnold tried to collect the rent from him, as well as trying to get him to admit that he was keeping a live chicken in the room (but like the sign says, "Pets OK").

Mr. Smith

Season 1
How does he eat without a face?

 
Mr. Smith is a very private person; he has his meals sent up to his room, has his own bathroom (for which he pays extra - "Door #16"), and avoids virtually all contact with the others, including Arnold, who has to collect the rent through a vault hidden in the floor ("Gerald Comes Over").
Mr. Smith is not even mentioned in the second season; it's possible that he's moved out.
